A report by the Agency for Integrated Management of Rural Fires (AGIF) reveals that from 2020 to 2024, expenditure on the SGIFR amounted to 2.427 billion euros, which is 25% less (-808 million euros) than the projected 3.235 billion euros in planning instruments such as the National Plan for Integrated Rural Fire Management (PNGIFR) and the National Action Program (PNA).
The report, which includes data since 2017, indicates that 21% of the expenditure is attributed to incentives for “support to agriculture in vulnerable territories and livestock production linked to fuel management,” 16% to the National Authority for Emergency and Civil Protection (ANEPC) and Voluntary Firefighters Associations, another 16% for strengthening the Air Force’s resources, 15% for the GNR’s actions concerning “surveillance, investigation, and suppression” of incidents, and 15% for the Institute for the Conservation of Nature and Forests.
Regarding the ANEPC, the report notes a 58% increase in human resources since 2017 and a 62% rise in vehicles over the same period.
Overall, civil protection authority spending increased by 186% in 2024 compared to 2017, rising from approximately 36 million euros to 103 million euros.
The funds for Humanitarian Associations of Voluntary Firefighters and the military aerial device have doubled since 2017.
For the GNR, there was a “90% increase in 2024 compared to 2017 (from 48 million euros to 91 million euros),” the document continues.
AGIF was established in 2018 to “accelerate the transition to integrated rural fire management” and is “the entity responsible for planning, strategic coordination, and evaluation of the SGIFR.”
The funds accounted for by AGIF result from the expenses of various ministries and state services over the period under analysis.
