The proposal was opposed by independent councilor Eduardo Teixeira, deeming it “an excessively high amount.”
During the presentation of the agenda item at the regular municipal meeting, Mayor Luís Nobre detailed that errors and omissions were identified 60 days after the project’s commencement, a timeline established by law allowing payments of up to 50% of errors and omissions in public works.
The approved proposal states that “the total amount for the works accepted as project errors is 675,003.04 euros, and for the omissions, it is 67,935.43 euros.”
The errors pertain to “reinforcement of the landfill base with stone material (due to weak existing ground conditions and high water tables), demolition of boundary walls (which were not visible due to dense brush), excavation and fill for the bridge structure foundations, measuring the iron to be applied in the project, and lightweight concrete for the bridge sidewalks, among others.”
The omissions relate to “work on altering the class of 100-year concrete.” “The works to address errors and omissions presented, according to the current legislation, cannot be technically separated from the contract’s purpose without serious inconvenience to the project owner, given the requirement to ensure interchangeability or interoperability with existing equipment, services, and installations. The execution of these works is strictly necessary for the complete fulfilment of the project,” the proposal states.
The “need for these works could not have been identified during the proposal submission as the identified situations were neither visible nor detectable.”
The contractual cost for these works will be covered by the 2025 budget.
The new bridge, linking Estrada Nacional (EN) 203 in the parish of Deocriste and EN 202 in Nogueira, spans approximately 1.95 kilometers.
