Commission on fires: Parliament meets today in the first plenary session after the holidays

Plenary sessions have resumed two months after the last assembly held before the summer break—the debate on the state of the nation on July 17. Today’s session will focus on discussing the Socialist Party’s proposal to establish an independent technical commission to analyze and ascertain the facts related to the August wildfires.

The debate and the vote were scheduled by the PS, with 135 minutes allocated for discussion. The largest time allotments, 26 minutes each, are assigned to the benches of the PS, the PSD, and the Government, which will not be represented, according to an official source.

The proposal will be voted on in principle following the debate, and approval is expected after the PSD parliamentary leader expressed support for forming this independent technical commission. Additionally, voting on the composition of the inquiry commission into INEM, approved before the parliamentary recess and set to commence on the 18th, will take place.

In this return to parliamentary activities, the creation of an inquiry commission into forest fires, proposed by Chega, remains on the table without defined deadlines. This will proceed after being compelled by André Ventura’s party through a procedural request. Proposals for inquiries presented by the BE and JPP will also be discussed and voted on.

Two more plenary sessions are planned this week. Thursday will be dedicated to the Government’s proposals for reducing corporate tax and the package supporting and mitigating the impact of rural fires. On Friday, the first phase of TAP’s reprivatization, already approved by the Government, will be discussed as part of the parliamentary review requested by the PCP, Livre, and BE.

The first biweekly debate featuring Prime Minister Luís Montenegro is scheduled for September 24.

Between October 6 and 10—just before the deadline for submitting the State Budget to the Assembly of the Republic—Parliament will pause its activities to allow deputies to participate in the final week of the campaign for the local elections on October 12.

According to Francisco Figueira, the conference’s spokesperson, this break will not affect the submission of the budgetary document for 2026, as Parliament will “operate under normal procedures” for this purpose.

On September 26, elections are set for members of several external bodies of Parliament, including the appointment of the Ombudsman and some Constitutional Court judges. Notably, no attempts have yet been made in this legislature for elections to the Constitutional Court, the Ombudsman, or the Council of State.
