The delay in telephone response by CODU may have significantly influenced the final outcome for the victim following a choking incident, as stated by IGAS in a report on the inquiry into the death of an 84-year-old man on November 2, 2024, during a strike by the National Institute of Medical Emergency (INEM).
IGAS also found disciplinary indications in the actions of a regulatory doctor at CODU in Porto, noting that the doctor did not act diligently and carefully when deploying advanced emergency medical resources, specifically the Medical Emergency and Resuscitation Vehicle, for transport between Mogadouro’s urgent care and Bragança Hospital.
