
The Secretary of State for Public Administration, Marisa Garrido, met today with the three public administration union federations, proposing an extension of the current value agreement to cover the entire legislative period, until 2029, as the current agreement is only valid until 2028.
In a statement, the Ministry of Finance confirmed that the government’s initial proposal includes salary increases of “2.30%, with a minimum of 60.52 euros, for the year 2029, maintaining the increases already set for 2026, 2027, and 2028.”
The agreement signed in November 2024 with two public service union structures (Fesap and Frente Sindical) includes raises of 2.15%, with a minimum of 56.58 euros in the upcoming year.
For 2027 and 2028, the agreement stipulates increases of 2.3%, with a minimum of 60.52 euros.
The same statement from the Ministry of Finance indicates that today’s proposal to the unions includes “other relevant issues,” such as “the revision of the current travel allowance system, the evolution and review of SIADAP, as well as the salary statute of management staff,” in line with the government’s program.
Last year’s agreement updated the value of travel allowances by 5% starting this year.
The government also assures that it has adopted a position of “complete dialogue and discussion of all proposals presented,” aiming to “find bases of understanding that allow a new agreement with all unions.”
Following today’s meeting, the Secretary-General of the Public Service Union Front (Fesap) deemed the government’s proposal “insufficient,” stating that he would seek improvements, either through supplements or an increase in the meal allowance.
Fesap, affiliated with the UGT, proposes that the base salary in the public sector rises to 973.41 euros in 2026 and a minimum update of 95 euros for all workers, in addition to increasing the meal allowance to 10 euros per day, tax-free.
The Union Front, led by the STE, demands a 6.4% salary increase for all public employees in 2026, with an update of the meal allowance to 12 euros.
Meanwhile, the Common Front coordinator announced a general strike for public administration workers on October 24 if the government does not improve the value offer, which is deemed unacceptable.
This structure, affiliated with the CGTP, demands a 15% salary increase, at least 150 euros, starting January 1, along with the update of the meal allowance to 12 euros.
