Licensed in psychology, manager, and consultant, João Barreiras Duarte was a deputy elected for Leiria in four different legislatures, beginning with the PSD’s second absolute majority under Cavaco Silva. He served on committees covering European Affairs and Youth, Timor-Leste, Camarate, and Drug Addiction.
João Barreiras Duarte also held positions as a councilman and president of the Municipal Assembly of Bombarral, with significant civic association participation, notably with the Santa Casa da Misericórdia of Bombarral and the civic association A diferença.
In the PSD’s tribute, it is emphasized that “throughout his life João Carlos Barreiras made a difference as a professional, as an educator, and as a politician”.
“His commitment to public service—both at the national and local levels—was consistently recognized for his dynamism, enthusiasm, and friendly demeanor. A local reference, symbol of commitment to the populace. Nationally active, he dignified the parliament with his duties across various legislatures. Discreet but present,” the tribute notes.
The PSD also recalls that João Barreiras Duarte’s work “was duly praised by the municipality of Bombarral, which acknowledged his contribution to the local communities he served with dedication”.
