Housing? Montenegro admits that measures have caused “a lot of confusion”

Luís Montenegro spoke at a campaign lunch in Aveiro alongside PSD/CDS-PP/PPM’s candidate for the municipality, Luís Souto Miranda, joined by district head Emídio Sousa and Secretary of State for Local Administration, Silvério Regalado.

Montenegro addressed the maximum thresholds approved by the government for reduced VAT construction benefits set at 6%: for houses selling up to 648,000 euros or renting up to 2,300 euros.

“I know this is causing a lot of confusion, and I think it’s very good that from confusion comes clarification and from confusion comes the adhesion of the Portuguese people to a principle of solidarity often claimed, rightfully, by those living outside Lisbon and Porto,” he stated.

The Prime Minister emphasized the need to ensure “the same opportunities across the country as in Lisbon and Porto,” while also addressing the housing situation.

“Aren’t there essential working families in the urban areas of Lisbon, Porto, Setúbal Peninsula, Algarve, and partly in Aveiro, Braga, and Leiria, who are hindered by the inaccessibility of the rental market?” he asked.

Montenegro highlighted the housing price challenges in these areas, affecting the retention of essential workers like doctors and teachers.

“We must courageously tell the country that everyone should have opportunities, both outside and within Lisbon and Porto. This is what we are doing,” he affirmed.

Additionally, he assured that the government does not intend to exclude those with greater social needs from assistance.

“Society doesn’t progress if our focus is solely on social policies for the vulnerable,” he warned.

Previously, candidate Luís Souto Miranda had commended Montenegro for “courageously implementing a calm reform” in housing and reducing bureaucracy, suggesting confidence was shown by involving some local officials in the government.

“Our Prime Minister needs support to reform this country,” he urged, warning of a “negative coalition between PS and Chega” emerging in Aveiro.

Prior to the lunch, current mayor Ribau Esteves, unable to re-run due to term limits, accompanied the candidate and PSD leader on a city walkabout, offering words of encouragement.

“Luís, your energy is vital for this upcoming fortnight. Mobilizing everyone we know is crucial to prevent any setbacks on October 12,” he said, hinting at the possibility of PS reclaiming the municipality.

Apart from Luís Souto Miranda (PSD/CDS-PP/PPM), candidates in the Aveiro local elections include his brother, Alberto Souto (PS), former mayor from 1998-2005, alongside Miguel Gomes (IL), Isabel Tavares (CDU), Bruno Fonseca (Livre), Diogo Machado (Chega), Paulo Alves (Nós, Cidadão!), Ana Rita Moreira (PAN), and João Moniz (BE).

The local elections are set for October 12.
