National Anti-Corruption Mechanism “does not need more powers”

During a meeting with the Minister of Justice, the first of the new board of directors of MENAC, issues regarding the need to coordinate anti-corruption measures, under the Government’s purview, were discussed. These measures should be reflected in the activity plan of the organization now led by Judge José Mouraz Lopes.

Mouraz Lopes stated that MENAC is undergoing reorganization, but not in the sense of redefining its powers.

“MENAC does not need more powers than it currently possesses. It needs to consider what is stipulated in the law and must enforce what is in the law. For this, it naturally requires material and human resources, and this was a concern we raised, but we will try to resolve it,” said the president of MENAC, adding that mobility competitions are underway to strengthen the staff.

When asked by journalists, Mouraz Lopes declined to comment on a position taken months ago by the Attorney General, Amadeu Guerra, who believes that the Transparency Entity should be integrated into MENAC and that there should be “a single public entity with a much broader scope” regarding corruption.

The president of MENAC preferred not to clarify whether he believes there is a dispersion of resources across various entities with a similar scope.

“That is a matter that arises from political choices, whether from the Government or the Assembly of the Republic,” he said.

“At present, we have much to do regarding the competencies we possess and we want to fulfill most, if not all, of them. For this, we need a strong team, a team of people willing to work, and we already have many competencies. If, in the future, policymakers decide on other options, naturally we will be here to respond to whatever is necessary,” he said.
