API contradicts Government and says there are incentives to be paid

“The API maintains that there are still regional press editors with outstanding balances,” it noted.

The association highlighted, “among the reported cases is Jornal da Bairrada, which is awaiting a payment of 9,000 euros for a project under the digital development incentive, completed in August 2024.”

API emphasized that, according to editor Ângela Gil, “the process was reviewed by CCDR Centro, which indicated it is a responsibility of the Government.”

The publication O Postal do Algarve “also faces pending situations, with two applications from 2021 and 2022 under the digital development incentive, with the last reimbursement request dated December 2024.”

According to API, citing Anabela Gonçalves from this publication’s team, “the last contact with the CCDR of Algarve in August 2025 yielded the same response, assigning the payment responsibility to the Government.”

Linhas de Elvas is waiting for the reimbursement of two projects, valued at 3,000 euros and 1,700 euros, “under the categories of literacy and education for media and technological modernization, both completed in early April 2025 with amounts still unpaid,” API noted, quoting director João Alves e Almeida.

API stated it contacted the involved CCDR, which indicated that “the payments might still be in process due to the information flow between GEPAC [Office for Strategy, Planning and Cultural Assessment] and the Government’s General Secretariat.”

“These cases represent only a few examples of the reality faced by regional editors,” the association highlighted, stating it is currently “gathering more information systematically,” and has provided a form for this purpose.

On October 8, the Government declared that state incentive payments to the media “are all settled,” following API’s complaint of overdue payments.

“According to information we obtained, the payments are all regularized,” a source from the office of the Minister of the Presidency, António Leitão Amaro, stated in a written response sent to the Lusa agency.
