According to provisional results, the list led by Piteira Lopes obtained 33.87% of the votes and will have five elected members, two fewer than secured four years ago.

The second-most-voted party was again PS, with 16.18% of the votes, but the socialists reduced from three to two elected.

CDU experienced its worst-ever result in these municipal elections, securing only 12 municipalities and losing the two district capitals it held, but claimed to have dispelled the myth of an irreversible decline.

With 99.05% of the votes counted and no chance of contesting the remaining municipalities still being tallied, CDU exits these municipal elections with only 12 municipalities, affirming the municipal decline observed since 2013.

Following a campaign emphasizing “those who know CDU’s work trust it,” the night’s results contradicted this narrative: of 19 municipalities conquered in 2021, the coalition retained only eight (Barrancos, Cuba, Arraiolos, Silves, Avis, Palmela, Seixal, and Sesimbra).

“I trust the Lisboans, and the Lisboans trusted me”, stated the reelected Mayor of Lisbon, Carlos Moedas, before taking the stage to begin his victory speech.

“The Lisboans spoke, voted, decided, decided to continue with us for another four years,” he remarked, thanking all the residents: “To each person I meet on the street. Thank you, Lisbon. Thank you, Lisboans.”

The reelected mayor affirmed, “I have always said that I trust the wisdom of the Lisboans” and acknowledged his connections with those people, including the socialist Alexandra Leitão, whom he already spoke with: “I spoke with Alexandra Leitão and wished her the best.”

Addressing the parties, particularly PSD, CDS, and IL, he stated: “To all those who joined us.”

Noting that the “Lisboans and results were clear,” Moedas detailed, “There were 30,000 more votes than last time. This is the result of these elections. It’s absolutely extraordinary. We strengthened.”

“30,000 more votes mean you want us to have more ‘Moedas’,” he joked, referring to his team, explaining that “now indeed” they will be able to “do everything” that wasn’t feasible in the first term. 

The reelected mayor discussed the operation of democracy, emphasizing everyone’s responsibility: “It requires putting the city’s interest above everything, above all,” directing his comments toward the opposition while pointing out that “this didn’t happen in the first term.”

“From my side, you can be assured: Lisbon’s interest will always be above any personal or partisan interest”, he assured.

Independent candidate for the Setúbal Municipal Council, Maria das Dores Meira, supported by PSD and CDS-PP, claimed a “decisive victory” after “much struggle” and “against everything and everyone” in the municipal elections.

“The step we take with this candidacy – and the result we anticipate obtaining – is an important step because this is a necessary project for the city. Vítor Ferreira, the current president and head of the PS list for the Amadora Municipal Council, assumed victory in Sunday’s municipal elections but lamented not achieving an absolute majority.

“It is true that we did not achieve an absolute majority, and this was not the result we wished for. Even so, what we achieved is significant. We proved a serious project can resist easy discourse, that responsibility can prevail over populism, and that truth in work can overcome empty promises,” he stressed after obtaining 33% of the votes.

Vítor Ferreira recalled that the “context was not favorable,” aware that “there was discontent” and “some attempted to transform it into slogans and clichés.”

The mayor had assumed the presidency of the Amadora Municipal Council in the Lisbon district on July 15, 2024, replacing the socialist Carla Tavares, elected to the European Parliament.

Montenegro stated that PSD would “conduct an internal analysis” regarding ANMP and who would lead it. Montenegro was also questioned about Chega and possible dialogues.

“Chega has representation in the national Parliament, in regional councils, in several municipalities. It must assume its responsibilities, and those on the other side must do the same. “Over these past three years, we prepared the path leading us here. We are again the largest Portuguese party in local power, regional power, and also the largest in the Assembly of the Republic”, he declared, reflecting on his role as PSD President.

Montenegro stated that PSD’s work aimed to ensure country attention “toward major needs and desires,” particularly in healthcare, housing, and education areas.

An independent movement led by PSD dissident Carlos Silva won today’s Esposende Municipal Council, a PSD stronghold for about four decades, located in the Braga district.

Called ‘Mudança’, the movement presented Alberto Figueiredo, another former PSD member who served as Esposende’s mayor for ten years, as the head of its municipal assembly list.

Hence, Dr. Carlos Silva becomes Esposende’s new mayor and will govern with an absolute majority, securing four seats in the executive opposed to PSD’s three.

Speaking at the campaign headquarters, Inês de Medeiros expressed great satisfaction that “Almada continues to be a great left-wing stronghold,” highlighting the victory at Laranjeiro/Feijó, currently presided over by communist Luis Palma, CDU’s candidate for the council this election.

Chega’s leader, André Ventura, responds to municipal election results: “Chega received significantly more votes than CDS. We have elected hundreds of councilors nationwide; it is a great victory. However, we wanted to win more municipalities,” he noted in an initial comment.

Following PSD/CDS-PP, earning 58.86% of votes, PS ranked second with 21.48%, and Chega came third, capturing 12.03% of votes.

Jorge Eduardo Ferreira Sampaio was elected President of the Anadia Municipal Council, achieving a majority, succeeding Teresa Belém Cardoso of Movimento Independente Anadia Primeiro, restricted by term limits from re-election.

CDU, achieving 45.66% and securing three mandates, overtook PS with 36.39%, collecting two mandates.

In third place, Movimento Autonomous MAIS – Mora attained 12.36%, garnering no council seats.

PS won today, securing Bragança’s Municipal Council, ending PSD’s 28-year rule.

In a statement conveyed to Lusa, PSD’s candidate and current mayor, Paulo Xavier, said he accepts the Bragança populace’s choice “with calm and respect.”

“I am content, having given my best, with honesty, commitment, and a serving public spirit. Every undertaken project and every enhancement served one purpose: citizens’ welfare and developing our county. I leave feeling accomplished but certain more lies ahead. I leave multiple projects ready—some with guaranteed funding, others primed for proposals,” he added.

Thus, the socialist candidate, Isabel Ferreira, was elected mayor. It has been impossible to get her remarks so far.

The PSD has led Bragança’s City Council since 1997.
