INEM helicopters in Évora and Loulé will operate 24 hours a day.

The INEM will enhance its medical emergency helicopter service (SHEM) by operating two helicopters based in Évora and Loulé round-the-clock from October 20, as stated in a release from the institute.

The aircraft stationed in Macedo de Cavaleiros will continue to function for only 12 hours daily as preparations are ongoing for the gradual expansion of nighttime operations in the area.

The INEM explained that the decision to begin nighttime operations in the south first is due to safety concerns related to the terrain and natural obstacles, which are more significant in the north and center, necessitating additional pilot training for night flight.

The institute anticipates completing the full implementation of 24-hour operations at all four SHEM bases by November 1, deploying four medium helicopters that are also equipped to transport incubators.

This operational enhancement signifies a “substantial increase in aerial response capacity,” ensuring greater availability in providing medical emergency assistance, INEM noted.

SHEM teams have provided “very positive feedback on the service, highlighting the quick take-off, flight stability, and the safety and comfort conditions of the aircraft, contributing to more efficient care,” the release emphasized.

Currently, Gulf Med Aviation Services offers air medical emergency transportation, in a collaboration supplemented by the Portuguese Air Force.

Based in Malta, Gulf Med was awarded the medical emergency helicopter service for approximately 77 million euros through an international public tender that anticipated operation start by July 1, which did not occur.

Consequently, INEM proceeded with a direct agreement with the same company to prevent any interruption in urgent medical transport, although the Court of Auditors did not approve this contract.

Gulf Med is considering legal action against the Portuguese State, contesting accusations from the Court of Auditors, which claimed the company acted in bad faith during proceedings with INEM.

The international public tender was initiated in November 2024, with the final decision to award the contract to Gulf Med announced in March this year, planning for four helicopters to operate at the INEM bases in Macedo de Cavaleiros, Viseu, Évora, and Loulé until 2030.
