Constitutional reform in Portugal, critiqued for its length and rigidity, was called for by João Cotrim de Figueiredo. He stated the need to simplify and update the 1976 Constitution, which has undergone several revisions. Figueiredo described the Constitution as “arrogant” due to its clause on unchangeable elements that resists amendment even by unanimous legislative agreement.
He acknowledged the necessity of certain unchangeable parts, considering them foundational to the nation’s chosen governance. Yet, he highlighted that this clause, with 14 points, is the longest of its kind worldwide. Supporting Iniciativa Liberal (IL), Figueiredo voiced these concerns at the Presidential debate organized by the National Council of Law Students during their National Meeting in Coimbra.
When asked whether a constitutional alliance between PSD, Chega, and IL could affect potential legislative changes, Figueiredo stated he was not concerned about democratic majority outcomes. “Regardless of the arithmetic of this majority, which now includes a party I previously led [IL], it is essential to respect the democratic choice granting this majority two-thirds of parliamentary seats,” he asserted.
Conversely, António Filipe argued the Constitution requires compliance, not reform. He emphasized the existing “deficit” in fundamental rights adherence against public policies and stressed the President of the Republic’s role as a vocal advocate for constitutional compliance.
Filipe, backed by the Portuguese Communist Party (PCP), insisted on raising public awareness of the Constitution, ensuring understanding beyond legal studies. The debate excluded presidential candidates such as Henrique Gouveia e Melo, Luís Marques Mendes, António José Seguro, André Ventura, and Catarina Martins.
The presidential election is scheduled for January 18, 2026.
