“The agreement is not being upheld by the Government,” stated Ricardo Rodrigues, president of the National Association of Sargents of the Guard (ANSG), following a meeting with the Minister of Internal Administration.
Since September, Maria Lúcia Amaral has been individually meeting with the PSP unions and GNR associations to initiate the negotiation process agreed upon in July 2024, which established the phased increase of the risk supplement by 300 euros until 2026.
At that time, it was agreed to negotiate salary tables, career paths, and the review of supplements, negotiations that did not progress under the previous Government, according to PSP and GNR associations.
Although the ANSR was one of the GNR associations that did not sign the agreement, Ricardo Rodrigues emphasized there is a “clear non-compliance” by the Government, noting that the minister “gave no assurance” that the main issues, particularly the review of salary tables, career paths, and supplements, would be addressed.
Regarding these points in the agreement, “there is still no progress,” he lamented, expressing that “there is a sense that expectations have been let down.”
Rodrigues stated that the minister committed to presenting concrete proposals by November 28 concerning the revision of the ordinances of bonuses, the evaluation system of the military, and workplace health and safety.
“These topics are the least important,” he remarked, anticipating protests due to dissatisfaction.
The association representing GNR sergeants will join the Independent Police Agents’ Union (SIAP) and the Independent Socio-Professional Association of the Guard (ASPIG) in a silent protest in the parliamentary galleries on October 27, coinciding with the beginning of the discussion of the State Budget for 2026 (OE2026).
The first round of the minister’s meetings with the PSP unions and GNR associations concludes on November 24.
