Luís Ramos appointed director of the Large Taxpayers Unit of the AT

A decree signed by the Secretary of State for Fiscal Affairs, Cláudia Reis Duarte, indicates that in the public tender conducted by the Public Administration Recruitment and Selection Committee (Cresap), “there were not three candidates with the merit to constitute the respective nomination proposal.”

Thus, the name of Luís Pedro Coelho Ramos was proposed, whom Cresap deemed suitable for the position, having been a tax inspector since 2000.

With a degree in Accounting and Tax Administration and a master’s in Taxation, Luís Ramos formally replaces João Paulo Canedo, who held the position since 2012.

The tender was announced in April and had to be repeated, yet only now has it concluded.

At the Tax Authority since 2000, he served as the coordinator of the transfer pricing team from 2004 to 2006 and was the project manager for high-net-worth taxpayers’ tax compliance from 2012 to 2014.

In the past 10 years, he was the deputy director of the Large Taxpayers Unit (UGC) with delegated competencies in the areas of large taxpayers’ inspection and transfer pricing.

The decree, published today, is dated October 16 and takes effect from the 20th of this month.

The UGC was launched at the end of 2011 by the government of Pedro Passos Coelho (PSD-CDS/PP) and initially, in 2012, it only monitored corporate entities. Only later, in 2017, under the government of António Costa (PS), did it begin the taxpayer control of individuals.

Taxpayers are monitored by this organic unit if they have annual income exceeding 750 thousand euros (applying to 685 people in 2024), have mobile and immovable property worth more than five million euros (340 cases), manifest wealth consistent with any of these income or asset criteria (seven taxpayers), or have a direct relationship with companies also considered large taxpayers (623).

As 53 people meet more than one of these criteria, the total number of people monitored in 2024 was 1,602.

The number of companies under scrutiny has been increasing. According to the 2024 anti-fraud report, the UGC monitored 3,720 corporate entities in that year, including banks, insurers, holding companies, and investment organizations.

In the latest anti-fraud report concerning 2024, the Government states that the tax revenue generated by large taxpayers, both individuals and corporates, “exceeded 27 billion euros,” representing “about 43% of the total budget execution” for the year. This figure does not include municipal taxes from these taxpayers.
