Hearing of Miranda Sarmento marks the start of the discussion of the OE2026

Members of Parliament are set to hear from Joaquim Miranda Sarmento today in the plenary session at 10:00 a.m., within the general assessment of the OE2026 proposal, which has already secured viability through the PS’s abstention.

The minister will outline the primary aspects of the proposal submitted to the Assembly of the Republic on October 9. This document excludes more contentious issues, such as Social Security and labor law, which are being discussed separately in parliament.

In the afternoon, the Minister of Labor, Solidarity and Social Security will be heard, with the hearing scheduled for 3:00 p.m.

Following these hearings, the general discussion and vote are scheduled for October 27 and 28.

On October 29, a detailed assessment begins in the Committee on Budget, Finance, and Public Administration (COFAP), including hearings with all ministers and certain institutions and bodies, such as the Court of Auditors, the Economic and Social Council, and the Public Finance Council.

The hearings conclude on November 7, which is also the deadline for parties to submit their amendment proposals to the document.

Subsequently, from November 20 to 26, discussions in the plenary will take place in the morning, with COFAP voting sessions in the afternoon, leading to the closure and final global voting on November 27.

The government anticipates the Gross Domestic Product (GDP) to grow by 2% this year and by 2.3% in 2026, aiming for surpluses of 0.3% of GDP in 2025 and 0.1% in 2026. Regarding the debt ratio, it is estimated to decrease to 90.2% of GDP in 2025 and 87.8% in 2026.
