Fuels with changes today: Where they cost less and the Government’s promise

Fuel prices are experiencing a mixed trend this week, as indicated in the forecasts shared earlier by the Automóvel Club de Portugal (ACP). The cost of diesel is expected to increase by two cents, while gasoline is projected to decrease by two cents.

Currently, the average price of regular diesel stands at 1.519 euros per liter, and regular 95 gasoline is priced at 1.691 euros per liter, according to the latest data updated by the Direção-Geral de Energia e Geologia (DGEG) on their website, Preços dos Combustíveis Online.

Government Promises: ISP Discount Reversal to Be “As Gradual as Possible”

The elimination of the current discount on the Imposto sobre os Produtos Petrolíferos e Energéticos (ISP) in 2026 will be carried out “as gradually as possible” to avoid impacting the final price of fuels, the Finance Minister assured.

During the debate on the State Budget bill for 2026 (OE2026) in the Budget, Finance, and Public Administration Committee in parliament, Minister Joaquim Miranda Sarmento emphasized that the state’s support reversal is an obligation of the European Commission, as it concerns a “temporary discount created in 2022,” when at the onset of the Ukraine war, the oil barrel surged to “120-130 dollars, while today it’s at 60 dollars.”

“The ISP discount reversal will always be as gradual as possible to avoid impacting the final price of gasoline and diesel”, Miranda Sarmento assured, responding to questions from Chega party deputy Pedro Pinto about whether the reversal would be gradual or a complete 100% cut in the discount.

The Minister reiterated that the discount is inherently temporary and insisted its removal will be made “as far as possible” seeking to “protect the price of fuels at the gas station”.

“Except for Spain, Portugal does not have much higher fuel prices than most Eurozone countries,” he stated.

In the opinion on the budget proposal released last week, the Public Finance Council (CFP) estimates that eliminating the current ISP discount and updating the carbon rate, if confirmed, will bring additional revenue of 1,132 million euros to the state coffers.
