“The Law of Great Options 2025-2029 is a solid, coherent, technically robust, and politically ambitious document,” stated the Minister for Parliamentary Affairs, Carlos Abreu Amorim, during the plenary session held at the Assembly of the Republic.
The minister emphasized that the strategy prepares Portugal for 2050, positioning itself as a commitment to growth, social cohesion, and state modernization, urging parliament for its approval.
Abreu Amorim noted that the document was presented at a “defining” moment, amid an international cycle marked by political instability, technological transformations, and demographic challenges.
The Government’s Great Options are divided into 10 axes — incomes, state, economy, immigration, essential services, security and justice, housing, infrastructure, water, and defense.
“Each axis represents a clear vision, a set of defined strategic priorities and objectives, and is linked with multi-annual planning and financing tools. It is this coherence between vision, objectives, and execution that gives strength to the document,” he affirmed.
In the first axis, Montenegro’s executive aims to reduce IRS for the middle class and enhance salaries, while the second point is dedicated to state reform and “the battle against bureaucracy.”
Regarding the Economy, the Government acknowledges the need for solid companies and more productive investment, with the fourth axis focusing on managing migratory flows “with humanity and rigor.”
The goal stated in the fifth axis is to have essential services operating with quality, followed by a focus on investment in security.
The seventh axis addresses the housing crisis, with the Government asserting that Portugal needs more houses, not just more legislation.
The document further discusses, in the last two axes, the new airport, high-speed rail, port modernization, and the strengthening of energy and digital networks, alongside the climate emergency and water security.
