Transparency International points out serious flaws in the fight against corruption

The Program of Government is limited to continuing the Anticorruption Agenda 2024, without presenting a new strategy for 2030 with objective goals, measurable indicators, and independent oversight mechanisms, stated the organization in a communiqué, arguing that the absence of these metrics undermines progress assessment and accountability of the Executive.

Among structural omissions, the organization highlighted that the Government Program does not include the mandatory transparent parliamentary hearings for appointments such as the Governor of the Bank of Portugal, the Attorney General, or the President of the Court of Auditors, considering this a fundamental mechanism to ensure merit and integrity.

“TI-PT concludes that, while there are positive signs, the Government Program does not present the necessary qualitative leap to address the systemic challenges of corruption in Portugal, as clearer, more monitorable, and ambitious commitments were expected on this matter,” the document reads.

For Transparency International, significant gaps remain in the fight against corruption, including the lack of financial autonomy for anti-corruption entities.

The Government only commits to recording the executive’s legislative footprint, without including the parliament and local authorities in a centralized portal, as proposed by TI-PT for true public scrutiny, criticized the independent organization.
