
The Portuguese postal service, CTT – Correios de Portugal, S.A., has announced an agreement in principle concerning the price convention for the Universal Postal Service (SPU) for 2026-2028. This decision comes following negotiations coordinated by Anacom – Autoridade Nacional de Comunicações, the consumer protection body Direção Geral do Consumidor, and CTT, and is now subject to public consultation.
The agreement maintains the current framework for SPU pricing criteria, covering correspondence, editorial mail, and parcel services. It excludes special postal rates for bulk senders.
The pricing regime considers factors such as inflation, year-on-year traffic variation over the past 12 months, and the weight of variable costs within total SPU costs. This weight is set at 15% for each year, replacing the 16% figure from the previous agreement. Other considerations include efficiency factors or significant contextual changes.
According to the statement, the maximum annual variation is capped at 12%.
