There are 180 tax benefits with expenses exceeding one million euros.

The findings are detailed in a report submitted to parliament, outlining the tax expenditure in Portugal created by the Technical Unit for Tax and Customs Evaluation (U-Tax). The report identifies 781 tax relief measures, comprising 540 tax benefits and 241 structural reliefs.

Among the quantified tax benefits, 180 had associated expenses exceeding one million euros in at least one of the years under review (2021 to 2024).

Conversely, the report indicates that 204 of the quantified tax benefits were negligible.

The most significant tax benefit is the non-habitual residents regime, with expenses reaching 1,541.3 million euros in 2024.

In personal income tax (IRS), notable increases include the IRS Jovem, with expenses rising from 13.3 million in 2021 to 120 million euros in 2024, and deductions such as those for pension funds, the Public Capitalization Regime, and pan-European individual retirement products (97.6 million euros), as well as VAT borne on invoices communicated to the tax authorities (124.4 million euros).

In corporate tax (IRC), SIFIDE stands out with expenses of 875.5 million euros, along with the fiscal support for investment regime (RFAI), which incurred expenses of 275.7 million euros in 2024.

The stamp duty exemption on home purchases by young individuals is also highlighted, costing 25.8 million euros in 2024, while the IMT Jovem accounted for expenses of 90 million euros.
