Porto Chamber creates a group to manage and analyze irregular AL situations.

The establishment of this working group was ordered by a decree dated June 27, signed by the Mayor of Porto, Rui Moreira, and published in the Municipal Electronic Bulletin.

The working group, led by the head of the Municipal Division of Prior Communications and Inspections, aims to “ensure a rigorous, phased, and technically guided management of Local Accommodation (AL) registrations in irregular situations,” as clarified by the city’s communication office, which outlined some of its functions.

In addition to reviewing AL processes with unfavorable technical reviews (for reasons including health, safety, and structural issues), the group will also create an updated database allowing the municipality to “decide with clarity and proportionality on the initiation of registration cancellation procedures as per the law.”

Other situations requiring distinct technical and legal handling, affecting the legality or viability of the AL registration, will also be identified.

In June, the Local Accommodation in Portugal Association (ALEP) noted that “several municipalities” would begin notifying AL that had not submitted the required insurance in the registration, a legal obligation that grants municipalities the responsibility to notify non-compliant owners, who risk having their registration canceled.

In Porto, as of June 30, there were 2,408 AL registrations that had not yet submitted the mandatory civil liability insurance, according to data provided by the municipality to Lusa.

The Porto City Council, however, has not yet initiated the notification of these owners and does not have a set date to start the notifications.

The municipality stated it has been “developing a communication and awareness campaign directed at registration holders, highlighting the legal obligation to submit the policy.” They observed that the number at the end of June “aligns with a realistic estimate of inactive AL registrations, meaning units that keep their registration but do not engage in effective economic activity.”

In Porto, the Municipal Regulation on AL specifies that the União de Freguesias do Centro Histórico (except Cedofeita) is a containment area for AL, with other parishes designated as areas of sustainable growth.
