Union sends 26 proposals to the Government to combat fraud and tax evasion

A list of proposals released today includes the suggestion that all payments above 10 euros at any commercial establishment must be made electronically to a bank account registered with the Tax Authority (AT) for this purpose.

Tax workers emphasize the need to restore teams that previously controlled the movement of goods, arguing that the current format is predictable and facilitates the movement of goods linked to the parallel economy.

The union also requests that the AT collect information from court proceedings where lawyers are appointed as legal representatives and cross-check this data with the e-fatura portal to verify the issuing of invoices or receipts of fees to clients.

The STI called for greater oversight over automatic payment methods, such as MBWay or bank payment references, and proposed using artificial intelligence tools and specific decentralized teams to control sales carried out or advertised through online platforms, including social networks.

In addition to these measures, tax workers suggest preventing non-EU residents from managing companies based in national territory and altering VAT regimes “by choice,” specifically from the normal quarterly regime to the normal monthly regime.

The letter addressed to the Secretary of State for Fiscal Affairs also suggests that simplification could play a key role in combating tax fraud and evasion, particularly by minimizing tax benefits and subsidies, opting instead for tax rate reductions and fiscal simplification, or harmonizing tax rates within the EU.

Tax sector workers believe that expanding the simplified regime for small businesses and creating simpler taxation criteria could allow the AT to focus on larger companies.

Regarding enforcement, the STI calls for incentives to encourage proactive efforts by workers in combating tax fraud and evasion, immediate action, more street enforcement efforts, and an amendment to the 2009 Cybercrime law article on unauthorized access to computer systems to ensure it is not “a constraint on the work of the AT.”

Tax workers suggest that managers of companies with debts over a certain amount or those insolvent “should be barred from managerial functions.”

Recommendations also include ending the margin scheme in the automotive trade, applying the ‘reverse charge’ mechanism in labor supply to tackle fraud in companies with ‘false’ labor supply, and implementing the IT audits outlined in the Supplementary Regime of the Tax and Customs Inspection Procedure.
