At the X Liberal Initiative Convention in Alcobaça, Leiria, Rui Rocha criticized the restrictions on what can and cannot be said in the Assembly of the Republic, referring to a “never-ending discussion” that took place this week in parliament.
“We now have a formulation saying that if words refer to behaviors, they are acceptable, but if they directly address individuals, they are not,” he stated at the party’s X Convention in Alcobaça, highlighting the “degree of intricacy we are building to reach what should be the first conclusion: freedom of expression.”
For the IL president, it is up to the public to assess “the freedom each person uses and how they use it,” advocating for “freedom of expression in parliament as well.”
“And by the way,” he said to the congress participants, “let me also say that when one side calls others boasters and the other side calls them weak, both are right, both are speaking the truth; it is important to have freedom of expression.”

Rui Rocha further emphasized the three essential criteria for coalitions in local elections: “that it be to win, to change people’s lives, and that these coalitions be made with people of unshakable ethics.”
“I am convinced that these are good criteria that I now leave,” he said.
The chair of the Convention and the party’s National Council, Pedro Ferreira, opened the meeting, describing today’s gathering in Alcobaça as a “historic opportunity” for the liberals to “learn from mistakes.”
“Perhaps we have distanced ourselves too much from the grassroots,” he noted, acknowledging “office logics” and emphasizing that “contact with people is necessary.”
“The Liberal Initiative must be a mirror of the country we want to build, open, mobilizing, meritocratic,” Pedro Ferreira advocated, pushing for a party that rejects “the logic of bosses and machines” that it criticizes in others.
The Liberal Initiative holds its X National Convention today with 985 registered members expected to elect Mariana Leitão as the party’s next leader, succeeding Rui Rocha, who has held the position since 2023.
