Angola and Portugal sign 11 cooperation protocols: What are they?

During the signing ceremony following a meeting between João Lourenço and the Portuguese Prime Minister, Luís Montenegro, with business representatives, the Portuguese head of government highlighted that these protocols add to the 12 signed about a year ago during his visit to Angola, which are already in effect.

Among the 11 cooperation instruments signed today at the Palácio das Necessidades in Lisbon are agreements involving Camões – Institute of Cooperation and Language; cooperation in the security sector, especially maritime; between public transportation companies; associations; and between the civil protection and fire services of both nations.

The Camões Institute signed a protocol with Angolan Agostinho Neto University, which establishes “conditions to expand the offering of studies relating to the Portuguese language and Portuguese-speaking cultures through the placement of a Portuguese Language and Culture lecturer in the Faculty of Humanities” at that university, according to the document.

Camões, along with the Ministry of Internal Administration (MAI) and Angola’s Ministry of the Interior, signed the technical police and civil protection cooperation program (PCTPPC) for the 2025-26 biennium, aiming at the development of “technical and operational skills of the security forces and services of the Republic of Angola,” in a program with total funding of 81,562.50 euros.

In the public transportation sector, IP Engenharia, part of the Infrastructure of Portugal Group under the Ministry of Infrastructure and Housing of Portugal, signed a memorandum with the National Agency for Land Transport (ANTT), overseen by the Ministry of Transport of Angola, aiming at the rehabilitation, expansion, and modernization of road and rail networks.

The agreement includes information exchanges, consulting and studies, technical training, on-the-spot experience exchanges, specialist and academic k-exchanges, and the joint organization of seminars, workshops, and technical meetings, as stated in the protocol.

A memorandum of understanding was also signed in the transportation sector between Portugal’s Ministry of Infrastructure and Housing and Angola’s Ministry of Transport to cooperate in “the planning, development, construction, maintenance, and certification of transport and logistics infrastructure” and “technical cooperation between national maritime administrations in the field of the International Maritime Organization [IMO].”

In the area of maritime security, a cooperation protocol and assistance agreement were signed between the Portuguese Maritime Accident Investigation Office and Angola’s National Institute for the Investigation and Prevention of Transport Accidents.

The MAI also signed a technical cooperation protocol on Road Safety with Angola’s Ministry of the Interior to cooperate on planning public policies and road safety strategies, among other aspects.

The University of Porto, through the Porto Business School Association, signed a memorandum of understanding with the Private Investment and Export Promotion Agency (AIPEX), which anticipates “the training of AIPEX executives to strengthen technical and specialized skills in attracting national and foreign private investment, promoting non-oil exports, and diversifying the Angolan economy.”

Portugal and Angola also signed a civil protection and firefighting agreement aiming at “the exchange of best practices and experts, training of civil protection experts, and mutual assistance in case of a serious accident or disaster.”

AICEP Global Parques also signed two memoranda of understanding with Angolan entities, focusing on capacity building of staff and fostering private sector investment.

João Lourenço began his two-day official visit to Portugal today at the Palácio de Belém, where he was received by President Marcelo Rebelo de Sousa and met with Prime Minister Luís Montenegro in a program that will culminate Saturday with a conversation with his Portuguese counterpart under the EurAfrican Forum initiative.
