Movement wants a national inquiry into institutional violence

The Women’s Movement – Move for Rights announced that one of their proposals was submitted to the Ministry of Justice this week, aiming to strengthen initiatives originally presented in February following the first domestic violence deaths of the year.

In addition to advocating for a national inquiry into institutional violence—occurring when public institutions or their representatives cause harm or additional suffering to victims of crime or other vulnerable situations rather than offering protection—the association calls for a review of protection measures. They stress the urgency of reassessing past reports with the new risk assessment form and prioritizing the aggressor’s removal to reduce risk and recurrence.

The organization highlights that teleassistance and residence identity terms have failed to protect victims who were murdered after reporting, noting instances where victims had activated the alert device.

An immediate measure suggested is the creation of a system for the automatic assignment of lawyers to victims. The association points out that legislative proposals approved in 2022, with favorable opinions from the Bar Association, APAV, the Judiciary’s Superior Council, and the Public Prosecutor’s Superior Council, have yet to take effect.

The group also proposes establishing a chronological registration platform for actions taken following complaints, detailing what was done, by whom, and when, to streamline processes, improve coordination between entities, and ensure effective communication and action.

Furthermore, they suggest implementing a systematic registration model that includes space for victim observations, allowing them to indicate whether they were informed of their rights and if they felt heard and safe during decisions and subsequent actions.
