Lisbon. António Vitorino is the representative of Alexandra Leitão’s candidacy.

The “Viver Lisboa” coalition lists for Lisbon’s City Hall, the Municipal Assembly, and the city’s 24 parishes will be submitted next Monday, August 11, at 11:30 am at the Palace of Justice. The head of the list, the representative, and other campaign members will be present.

Candidates for the upcoming local elections, scheduled for October 12, must submit their candidacies by 6:00 pm on August 18 to the competent civil court judge with jurisdiction in the municipality they are contesting, as outlined by the National Election Commission.

António Vitorino was selected as the representative of the socialist candidacy, as reported Thursday night.

A source from the PS/Livre/BE/PAN coalition told Lusa that Vitorino was chosen for his well-known personality by Alexandra Leitão.

The same source noted that André Moz Caldas, who has coordinated the electoral program for this left-wing coalition, is the top candidate for the Lisbon Municipal Assembly.

According to Público, the candidates for the executive, following the head of the list, include Sérgio Cintra (PS), Carla Madeira (PS), Pedro Anastácio (PS), Carlos Teixeira (Livre), Carolina Serrão (BE), Patrícia Robalo (Livre), António Morgado Valente (PAN), Paulo Pais (PS), and Maria Begonha (PS).

For the 24 parish councils, the PS has chosen candidates for 21, re-nominating three current presidents in Ajuda, Beato, and Benfica parishes. The candidates for the other three parishes—Alvalade, Areeiro, and Avenidas Novas—were suggested by Livre.

António Vitorino, before being selected as a representative, was considered a potential candidate for the next year’s presidential elections. However, he ruled out this possibility in June, announcing he wouldn’t run because he “could not achieve consensus” for there to be “only one candidate in this political area.”

In October 2024, Vitorino, a former European Commissioner, was appointed by the PSD/CDS-PP Government to chair the National Council for Migration and Asylum, a new advisory body under the Migration Action Plan.

Vitorino has previously served as Director-General of the International Organization for Migration, a European Commissioner, and a minister in a government led by socialist António Guterres.

In the October 12 local elections, Alexandra Leitão is contending for the mayor’s office along with Carlos Moedas (PSD/CDS-PP/IL), João Ferreira (CDU – PCP/PEV coalition), Ossanda Líber (Nova Direita), Bruno Mascarenhas (Chega), José Almeida (Volt), and Adelaide Ferreira (ADN).

The current Lisbon City Council (2021-2025) is led by social democrat Carlos Moedas, governing without an absolute majority, elected by the “Novos Tempos” coalition – PSD/CDS-PP/MPT/PPM/Aliança.

Among the 17 members of the municipal executive, there are seven elected from “Novos Tempos,” seven from the “Mais Lisboa” coalition – PS/Livre, two from CDU, and one from BE.
