State pays €85.48 per day per user in residences for mental illness

A new decree has established that the daily price per user in the Residential and Rehabilitation Structures (ERR) applies to hospitalizations both in the form of residence and in shared or individual housing.

The decree also stipulates that state contributions will be annually revised based on inflation.

The ERRs are part of the Mental Health Deinstitutionalization Program, presented to the government in January 2022, with secured funding from the Recovery and Resilience Plan amounting to 12.5 million euros.

The ERR aims to assist the transition and integration of people with severe, long-lasting, and/or disabling mental illness who are clinically stable, moving them from psychiatric hospitals and local mental health services or from contracted institutions.

These structures are designed to accommodate individuals with varying degrees of dependency, ages, and pathologies, who do not require acute patient hospitalization, and do not meet the criteria for admission to the residential units of the National Network of Integrated Continuous Care (RNCCI) or social security responses for people with mental illness and/or disabilities.

Stays at the ERR can be permanent, based on individual conditions.

The project to create 500 community support structures for people with chronic mental illness in institutions was only launched in February, more than three years after the program was submitted to the government.

As stated in the monitoring report by the working group overseeing the implementation of the Emergency and Transformation Plan for Health (PETS), the proposal submitted to the government was approved in 2022 and forwarded to the Central Health System Administration (ACSS) that same year.

The relocation of individuals with severe mental illness to the community was one of the urgent measures of the PETS, expected to show results by the end of August last year. However, the call for applications was issued only in February of this year and was reissued later that month and in March.

The National Coordination of Mental Health Policies (CNPSM) had proposed a daily contribution of 87 euros per user, comparable to that of Long-Term and Maintenance units in the National Network of Integrated Continuous Care (RNCCI).
