The President of the Republic has a base salary of 8,370.14 euros before deductions, with additional representation expenses, raising the gross total to over 11,000 euros. However, this is not the amount taken home.

This year, it is noteworthy that political office holders recorded an increase of up to 650 euros gross, following the end of a 5% salary cut, approved by Parliament upon a proposal by PSD and CDS, under the State Budget for 2025 (OE2025), and through a general update of public sector salaries by 2.15% for this year.
How much does the President of the Republic take home?
According to ECO earlier this year, the salary of the President of the Republic, Marcelo Rebelo de Sousa, increased by about 650 euros to 11,718.2 euros gross per month. For context, the Prime Minister, Luís Montenegro, earns 8,768.65 euros gross monthly.
It is important to remember that these are gross figures, meaning that after deductions for IRS, social contributions, and ADSE, salaries can shrink to about half. As an example, Marcelo’s salary reduces from 11,700 euros gross to about 6,000 euros net, according to the same newspaper.
Are there anyone earning more than the President of the Republic or the Prime Minister?
Also according to ECO, there are two types of entities that allow for salaries higher than the Prime Minister’s: public business entities integrated into the National Health Service and companies subject to a free market regime – examples include Caixa Geral de Depósitos or TAP.
Paulo Macedo, for instance, received a fixed monthly salary of about 30,300 euros in 2023, along with social benefits. Meanwhile, at TAP, Luís Rodrigues earns 530,000 euros gross annually.
How much does a mayor earn?
The remuneration depends on the municipality where they are elected, but generally, the more voters a municipality has, the more the mayors earn.
Since salaries depend on the number of voters, the remunerations of mayors in Lisbon and Porto are higher, according to a table sent to municipalities earlier this year with the rules, which Notícias ao Minuto accessed.

The standard rule is that remunerations are proportional to the number of voters: the more people vote in a municipality, the higher the salary of the mayor and the councilors of that same municipality. Check the values.
In 2025, the gross salary of the mayor of Lisbon and Porto (with holiday and Christmas allowances) amounts to 4,604 euros (before taxes). Additionally, representation expenses, which can reach 1,381.20 euros, are included.
A full-time councilor in Lisbon and Porto earns 3,683.20 euros gross, which corresponds to 80% of the mayor’s salary. This amount also includes representation expenses of 736.64 euros.
In practice, there are four tiers: in Lisbon and Porto, mayors earn 55% of the President of the Republic’s salary, in municipalities with 40,000 or more voters they earn 50%, in municipalities with more than 10,000 and fewer than 40,000 voters they earn 45%, and in the remaining municipalities the presidents earn 40% of what Marcelo Rebelo de Sousa earns.
