“In this new capacity and within the scope of this decree, Anacom will integrate the institutional framework of cybersecurity concerning electronic communications and postal services,” the regulator states.
In this role, it plays a significant part in managing and addressing cybersecurity incidents in its sector, in close collaboration with the National Cybersecurity Center (CNCS), cooperating in defining notification procedures, response and recovery of incidents, as well as sharing necessary operational information to prevent, detect, and mitigate cyber threats to electronic communications and postal services, contributing to the overall resilience of the sector and the protection of users.
Anacom also participates strategically “in the governance of national cybersecurity within the Cybersecurity Council, a strategic coordination body that supports the prime minister on cybersecurity issues.”
In this context, it contributes to institutional coordination and the definition of national strategic guidelines in this domain, reinforcing the coherence of national responses to risks and threats in cyberspace.
Decree-law 125/2025, dated December 4, transposes the NIS2 directive, the directive (EU) 2022/2555, from the European Parliament and the Council, dated December 14, aimed at ensuring a high level of common cybersecurity across the Union, entering into force within 120 days.
Anacom also assumes the role of competent authority and coordinator of digital services in Portugal, within the framework of the Digital Services Regulation. It has been designated as one of the competent authorities in terms of data intermediation services, under the Data Governance Regulation.
It is also one of the entities responsible for supervising compliance with the obligations provided for in European Union legislation that protects fundamental rights, concerning the use of high-risk artificial intelligence systems, within the scope of the Artificial Intelligence Regulation, the entity states.
It also possesses assignments and competencies of the Space Authority.
