ANSR, PSP and GNR launch ‘Zero Rate Behind the Wheel’ campaign across the country

The National Road Safety Authority (ANSR), the National Republican Guard (GNR), and the Public Security Police (PSP) are launching a road safety campaign titled ‘Zero Rate at the Wheel’ on Tuesday, August 19.

The campaign, running until August 25, aims to warn drivers about the “dangers of driving under the influence of alcohol,” the authorities stated in a press release to newsrooms.

In Portugal, in 2023, one in every four drivers who died in road accidents “had a blood alcohol level equal to or greater than 0.5 g/l, and three out of four of these drivers had a level equal to or greater than 1.2 g/l. Among the total autopsied road accident victims, 23% had a blood alcohol content above the legally permitted limit, of which 73% exceeded the level considered a crime (≥1.20 g/l),” the statement adds.

The campaign will include awareness actions by ANSR on the mainland and by regional administration services in the Azores and Madeira, along with inspections carried out by the GNR and PSP, focusing particularly on roads and access routes with high traffic flow.

ANSR’s awareness actions will occur simultaneously with security force inspections. See below the dates, times, and locations:

  • 21/08 | 16:00: Avenida de Badajoz, Elvas (38.875487, -7.164795) – ANSR and PSP;
  • 22/08 | 23:00: EN18-Km 172.500 – Água de Prata, Portalegre (39.297708, -7.436153) – ANSR and GNR;
  • 25/08 | 14:00: Rotunda Alves Redol, Tomar (39.602668, -8.412092) – ANSR and PSP.

The campaign is part of the 2025 National Inspection Plan (PNF) and is the eighth of the 11 campaigns planned for this year.

These campaigns, included in the national inspection plans, have been conducted annually by ANSR, GNR, and PSP since 2020, with themes defined according to European recommendations set for each year. Similar to 2024, in the 2025 PNF, the themes of awareness and inspection campaigns are: speed, alcohol, safety accessories, mobile phones, and two-wheeled motor vehicles.
