The PAN proposal was approved with only PSD and CDS-PP voting against it, mandating the Government to ensure funding, without specifying a sum, for agreements made by the Social Security Institute (ISS) to implement innovative housing support projects for homeless individuals, specifically the ‘housing first’ model.
The party argues that, unlike previous years since 2020, investment in housing solutions like ‘housing first’ is absent from the 2026 budget proposal, which “raises concern that next year, these initiatives may no longer receive support from the Government and Social Security.”
“This omission by the Government is particularly alarming as official figures show a 78% increase in homelessness over the past four years,” states PAN’s sole deputy, Inês de Sousa Real.
In today’s session, a PSD/CDS-PP proposal was approved, urging the Government to assess the “sustainability of the Independent Living Support Service” next year and consider “expanding it nationwide by diversifying its funding sources” to ensure its continued operation.
The parties supporting the Government are contemplating the application of a “means test to make the support allocation more fair and balanced.”
