The proposal from BE mandates that, by 2026, the Government must establish, in collaboration with the Foundation for Science and Technology, Higher Education Institutions, Laboratories, unions, and scientific sector associations, “an employment contract model that strengthens the labor rights of researchers in training and project researchers currently hired under the Research Grant Statute”.
BE justifies this measure by stating that, “in addition to the ongoing existence of research and project grants, the researcher contracts created to replace these grants operate in a regime parallel to the Scientific Research Career and do not effectively guarantee integration into it”.
Furthermore, “the temporary nature of work for researchers in training (such as obtaining a doctoral degree) or the possibly temporary nature of the work of researchers hired for a project does not necessitate that their employment form be a grant”, the party argues.
This was the first amendment proposal from BE approved in this process of voting at the specialty stage of the OE2026.
