Azores record “evident advances” in the implementation of the PRR

About 19 of the 47 benchmarks and targets in Group A of the Recovery and Resilience Plan (PRR) in the Azores have been completed, according to the CESA. The plan is expected to conclude by the end of the second quarter of 2026.

The Regional Social Consultation Council of the Azores (CESA) states that, based on the PRR report for the third quarter of 2025, “focused exclusively on analyzing the execution level of the 47 contracted benchmarks and targets” – which is expected to be completed by the end of the second quarter of 2026 -, 12 “were included in the disbursement requests submitted by Portugal to the European Commission.”

The remaining seven “are under evaluation for possible inclusion in the eighth disbursement request,” the organization mentions in a press release resulting from Friday’s meeting of CESA.

The CESA commends the “effort, both from the Regional Government and the recently created Mission Structure, to recover the delays in publishing the Periodic Monitoring Reports of the PRR.”

The organization also notes “evident progress in the execution of some investments, in a key year for the implementation of this important program for the region.”

Furthermore, CESA expressed concern over the execution deadlines for works, which “should be completed by August 31, 2026. This includes practical completion, such as road circulation on the Capelas bypass, housing licenses for accommodations, or energy certificates for photovoltaic panel installations.”

Additionally, CESA mentions that the legislative review initiative that created the organization was not included in the Azores Budget, reaffirming “the need to strengthen its independence in terms of administrative functioning.”
