
Lisbon, October 28, 2025 — The number of weather-related incidents in Lisbon increased to 147 between 6:00 AM and 5:45 PM today, according to Civil Protection, reporting that the Campo Pequeno tunnel was reopened at 6:15 PM.
Margarida Castro Martins, municipal director of Lisbon’s Civil Protection, stated that the flooding in the Campo Pequeno tunnel, which had led to traffic closure from 3:30 PM initially in the Entrecampos – Saldanha direction and subsequently in the opposite direction, has been resolved and the area cleared.
Road traffic in the Campo Pequeno tunnel was reopened at 6:15 PM in both directions, she added.
Regarding the impact of adverse weather conditions in Lisbon, Civil Protection’s 5:45 PM report records a total of 147 incidents, more than doubling the number since 4:00 PM, when there were 66 reported incidents.
By 5:45 PM, 59 incidents remained active, while 88 had been resolved, according to Lisbon’s Civil Protection data.
Most incidents involved flooding, totaling 129, of which 68 occurred in private spaces, along with seven tree falls, five structural collapses, two cases of falling coverings, and four road accidents.
Lisbon’s Civil Protection data further specifies the location of incidents across the city’s 24 parishes, notably in Avenidas Novas (23), Lumiar (16), Penha de França (13), Arroios (10), and Estrela (9).
Similar to the entire mainland of Portugal, Lisbon district was under a yellow warning (the least severe on a scale of three) from the Portuguese Institute of the Sea and Atmosphere (IPMA) due to “rain, at times heavy and accompanied by thunderstorms.”
The IPMA upgraded Lisbon, Setúbal, and Santarém districts to an orange warning (the second most severe) effective today from 3:41 PM to 9:00 PM due to heavy rain and thunderstorms.
The National Authority for Emergency and Civil Protection (ANEPC) warned today of potential flooding in urban areas and overflows in the coming days due to forecasts of heavy rain and strong winds, urging the population to take preventive measures.
