BdP lowers additional bank contribution to the Resolution Fund

The instruction 14/2025, effective from January 1, 2026, sets the base rate for determining additional periodic contributions to the Resolution Fund at 0.047%, a significant reduction from this year’s rate of 0.49%.

The Banco de Portugal (BdP) had initially communicated this decision in October during a public consultation, and it has now been confirmed through the instruction published in the central bank’s Official Bulletin.

The BdP estimates that establishing a base rate of 0.047% will result in additional periodic contributions totaling between 57.8 million and 60.1 million euros from participating institutions.

The Resolution Fund (FdR) was established in 2012 to provide financial support for resolution measures applied by the Banco de Portugal, acting as the national resolution authority.

The BdP Official Bulletin also includes instruction no. 15/2025, maintaining the contribution rate for each participating institution to the Deposit Guarantee Fund (FGD) at 0.0009%, the same as this year.

The instruction further specifies that the minimum contribution to the FGD is 600 euros.

The Deposit Guarantee Fund serves to reimburse bank customers’ deposits in case a bank faces difficulties and cannot do so. Deposits are guaranteed up to 100,000 euros.

The rate applicable to the objective incidence base of periodic contributions is set annually by instruction from the Banco de Portugal.

According to data released by the BdP in October, a base contribution rate of 0.0009% “will result in total contributions of 1.3 to 1.4 million euros from the participating institutions in the FGD.”
