“When it is said that Portugal is a safe country, it does not mean there is zero crime,” stated Luís Carrilho in Évora, during the celebrations of the 150th anniversary of the Évora District Command of the PSP.
He was questioned regarding recent incidents, including the discovery of a decapitated man in downtown Lisbon and another fatality following an altercation in Sintra this week.
According to the national director of the PSP, “these are clearly isolated cases, both of them.” “Unfortunately, there are other isolated cases,” he emphasized.
Luís Carrilho maintained that, in general, “public spaces in Portugal are safe,” noting that one of the reasons tourists visit and others choose to live in the country is “security.”
“But, when living in freedom, with enhanced rights, where there is more than one person, situations of conflict arise, and sometimes, it is not possible to prevent crimes in these conflicts,” he remarked.
The PSP, he added, “takes a preventive approach” across various areas, but “when prevention is not possible, it represses, identifies the crime perpetrators, and brings them to justice.”
A 34-year-old man’s body was found decapitated early Wednesday morning behind Lisbon’s Coliseu, with the suspect, a 29-year-old man, being detained by the Polícia Judiciária (PJ) after presenting himself at a hospital.

Early Thursday, in Belas, Sintra, a 50-year-old man died after being stabbed by a 38-year-old, who was also arrested the same day by the PJ.

The victim was transported by family members to the Prof. Doutor Fernando Hospital (Amadora-Sintra) but succumbed to severe injuries. Another man sustained head injuries and also required hospitalization.
