Brussels consults social partners on teleworking and the right to disconnect

The European Commission announced the start of discussions with social partners to gather input on a potential EU initiative aimed at mitigating the risks associated with the “always connected” work culture and ensuring fair and quality telework.

Social partners are encouraged to express their views on workers’ right to disconnect and aspects related to fair and quality telework, such as non-discrimination, access to equipment, data protection, and supervision.

Additionally, they are urged to discuss positions on occupational health and safety.

This marks the second phase of consultations following the initial phase conducted from April to June 2024.

The response deadline for social partners is set for October 6. Following this consultation, negotiations may commence between the parties.

Alternatively, the European Commission will review the responses and evaluate the potential for EU-level action, while fully respecting national competencies, as stated by the EC itself.

The Commission highlighted that telework has doubled in the EU since 2019, with one in five Europeans (20.3%) working from home at least partially in 2024.

“Digital tools offer greater flexibility for workers and employers in organizing work, promoting autonomy and innovative work methods. This flexibility can also aid in balancing work and personal life better,” the Commission asserts.

However, it noted that digital tools have contributed to an “always connected” work culture, making anytime work an expectation.

“This has led to increasing demands for the right to disconnect and safeguards to ensure digitalization does not undermine workers’ rights,” Brussels adds.

Roxana Minzatu, the EC Executive Vice-President responsible for Employment, emphasized the significant rise in teleworking due to digital technologies transforming work methods.

“To ensure fair telework conditions and protect workers’ rights, including the right to disconnect, social dialogue is crucial,” she explained.
