Cape Verdean airline launches tender for strategic plan until 2031

“The objective is to assist the management in redefining the company’s market position, analyzing routes, opportunities, and essential strategic actions that ensure the viability and sustainability of the company,” stated the announcement, at a time when several European airlines are launching new routes to the Cape Verdean islands.

The company explained that, following the impacts of the COVID-19 pandemic, the transportation sector in Cape Verde “faces significant challenges, with market changes and the emergence of new competitors,” prompting it to initiate this tender process to address the new context.

The strategy to be defined will take into account the Strategic Plan for Sustainable Development (PEDS), which includes as an objective the implementation of an air hub on the island of Sal and should also demonstrate how TACV contributes to the country’s development.

“The national flagship carrier aims to attract consultants with proven experience in similar projects, bringing innovative vision and comprehensive approaches,” it was stated.

“We believe that a solid strategic and business plan is essential to strengthen our position in the aviation sector in Cape Verde and the region. TACV reaffirms its commitment to promoting sustainable development and strengthening its market position, always with the goal of providing excellent service to its passengers,” it added.

The International Monetary Fund (IMF) indicated in its latest report on the country at the beginning of the year that “the entry of a low-cost international airline into the market could pose a competitive factor in international flights” and, in turn, “an opportunity for [the State] to reconsider the use of public finances.”

The recommendation is aligned with a concern to reduce risks in the State’s business sector and is in line with the views of other partners and entrepreneurs who have advocated for a reallocation of resources to improve domestic flights.

The Government has responded that it fears becoming overly dependent on low-cost operators for connections abroad and with the diaspora, as stated in a reply attached to the same report, which also promises a focus on internal connections, with improvements underway since 2024.
