
In a decision by Carlos Moedas regarding the delegation and sub-delegation of powers within the Lisbon City Council, responsibilities have been distributed among the seven other elected members of the “For You, Lisbon” coalition – PSD/CDS-PP/IL. Social Democrat Gonçalo Reis has been assigned the portfolios of Finance, Property and Financial Management of Municipal Companies, Human Resources, Mobility, Legal Department, Institutional Relations with the Municipal Assembly, Social Services of the Lisbon City Hall, and the Electoral Process.
As the head of Finance, Gonçalo Reis, former president of RTP and business manager, is tasked with “promoting and coordinating the preparation of the budget, its revisions, and amendments, as well as presenting the corresponding proposals”.
Vasco Moreira Rato, an independent nominated by the PSD, is entrusted with the portfolios of Housing, Urban Planning, Works on Municipal Buildings, Maintenance Works, among other responsibilities, according to the dispatch.
Former Oeiras City Councilor Joana Baptista, an independent nominated by the PSD, will assume responsibilities in the capital’s executive related to Urban Hygiene, Public Space Planning, Projects and Works in Public Spaces, Municipal Works, Territorial Coordination, Green Spaces, and Environment.
CDS-PP Councilor Diogo Moura is assigned the Culture portfolio, tasked with “proposing and executing the municipality’s cultural policy under the coordination of the current delegator”, the president of Lisbon City Council, and also assumes responsibilities for Economy and Tourism, Relations with Parish Councils, and Toponymy.
Maria Aldim (CDS-PP) is entrusted with Social Development, Innovation, Homelessness, Animal Protection, and Health, as determined by Social Democrat Carlos Moedas.
Regarding the two IL councilors, Rodrigo Mello Gonçalves will handle Citizenship and Participation, Firefighters, Civil Protection, Education, and Participatory Budgeting, while Vasco Anjos will oversee Information Systems, Transparency and Corruption Prevention, Smart City, Audit, Sports, Administrative Reform and Modernization, Sustainability, and Data Protection.
In the local elections held on October 12, Social Democrat Carlos Moedas was re-elected as the president of the Lisbon City Council, through the “For You, Lisbon” candidacy – PSD/CDS-PP/IL, which introduced a new team compared to the 2021 elections, retaining only the Christian Democrat Diogo Moura.
For this second term, Carlos Moedas’s candidacy secured eight elected members, one more than the seven achieved in 2021, falling just short of an absolute majority, which would require the election of nine out of the 17 members that make up the executive of the capital.
The remaining nine elected members of the municipal executive are councilors without portfolios, including six from the “Living Lisbon” coalition – PS/Livre/BE/PAN, with Alexandra Leitão (PS), Sérgio Cintra (PS), Carla Madeira (PS), Pedro Anastácio (PS), Carlos Teixeira (Livre), and Carolina Serrão (BE), as well as the two elected from Chega, Bruno Mascarenhas and Ana Simões Silva, and the sole elected from CDU, João Ferreira (PCP).
The current municipal executive for the 2025-2029 term took office on November 11, with re-elected Lisbon City Council president Carlos Moedas (PSD) expressing ambition to make the city the world capital of Social Justice, Innovation, and Culture, emphasizing openness to dialogue with the opposition to govern without an absolute majority.
Regarding intervention areas, the PSD mayor highlighted housing as a “top priority”, strengthening security, urban hygiene reform, building a local social state with more health centers and nurseries, as well as investment in public space, culture, innovation, combating bureaucracy, and mobility and climate action.
