Carris workers in plenary: Circulation may have “disturbances”

The workers of Carris are holding a general meeting this Wednesday from 11:00 to 15:00, which may cause service disruptions, to decide whether to accept the final offer from the company’s management or proceed with the planned September strike.

The proposal already deemed final by Carris’ board of directors for closing the 2025 negotiating process shows “registered progress” following the last general meeting, according to the Road and Urban Workers Union of Portugal (STRUP — Fectrans).

On its website, the Lisbon transport company indicates that “some disruptions to the regular passenger transport service may occur” due to the meeting.

“Carris will make every effort to minimize the inconvenience of potential partial service disruptions and thanks customers for their understanding,” the statement reads.

The meeting, set to take place in Santo Amaro, Oeiras, where the company’s headquarters are located, will decide whether to accept the company’s final proposal or if the workers will continue their struggle, according to the union.

“Either this final proposal can be consolidated into a company agreement text, reinforcing in future negotiations the demand for new reductions to achieve the main goal of 35-hour work weeks for all workers, or the workers will decide otherwise, which means the fight must continue, as the strike day was already approved in the last meeting,” the notice states.

STRUP stated that the proposal up for discussion and voting at the meeting maintains the previous offer regarding travel compensation for traffic workers and confirms that the administration will not consider strikes for vacation penalty purposes.

Moreover, the proposal proposes a reduced workweek timeline: “It accepts reducing the normal weekly work period (PNTS) for all workers not in December 2026, as initially proposed, but in January 2027. This reduction will impact the hourly wage increase.” Existing shorter schedules remain in effect.

On July 17, the Federation of Transport and Communications Unions (Fectrans) announced that Carris workers would strike on September 18 and refuse any overtime during the second and third weeks of that month due to unresolved negotiations with the company.

In April, Carris reached an agreement with workers to update salaries for 2025.

However, union leader Manuel Leal noted at that time the 35-hour workweek implementation and travel compensation were still under discussion.

Carris provides urban surface passenger transport in the Lisbon municipality, primarily by road, and is managed by the Lisbon City Council.
