Cement ‘falls’ 1.6% until August despite the dynamism of the residential market

The evolution in construction activity contrasts with the expansive trends observed in the residential market and public works segment, suggesting that the sector’s activity has not proportionally translated into the consumption of this essential material, states the Association of Civil Construction and Public Works Industries (AICCOPN).

In the “Construction Situation — Quick Information” report released today, the association highlights the “particularly intense dynamic” of the housing market in the second quarter, during which 42,889 homes were transacted, an increase of 5,764 units or 15.5% year-on-year.

In terms of value, the total volume of transactions reached 10.270 billion euros, reflecting a “significant growth” of 30.4%.

During this period, the Housing Price Index recorded a new historical high, with a year-on-year variation of 17.2% and 4.7% in chain, “confirming the trend of accelerated appreciation in residential prices already observed in previous quarters.”

According to AICCOPN, this “strong dynamism” in the real estate market was also reflected in the progression of licensing processes: In the first seven months of 2025, municipalities issued a total of 15,846 licenses, 1,445 more than in the same period of 2024, corresponding to a year-on-year variation of 10%.

Regarding the area licensed in buildings, by July, there was an accumulated growth of 18.1% in the residential segment, contrasting with a “more moderate” expansion of 2.1% in non-residential buildings.

Simultaneously, the association points to the “significant growth” that the housing credit market has been experiencing throughout 2025.

Excluding renegotiations, the amount of new credit in August showed an accumulated year-on-year variation of 37.7%, a performance that “confirms the maintenance of robust dynamics in financing individuals, reinforcing the role of credit as an essential support for housing demand.”

In the public works market, indicators also show a “strong growth trajectory in activity,” notes AICCOPN.

By August, the total amount of construction tenders promoted rose to 7.915 billion euros, 28% more than in the same period of 2024, with the value of contracts awarded and registered on the Portal Base reaching 3.948 billion euros, a year-on-year increase of 48%.
