
The four proposals, opened on July 15, are currently under review by the international public tender jury members.
The tender for the construction of the Violeta Line was launched by Metropolitano de Lisboa on April 15, with a base price of 600 million euros, excluding VAT.
In a statement, Metropolitano de Lisboa indicated that a bid from MasterStylo – Eletricidade e Telecomunicações, Lda proposed 600 million euros for the design and construction of the new line, while the consortium of Mota Engil, Engenharia e Construção, S.A./Zagope – Construções e Engenharia, S.A./Spie Batignolles Internacional – Sucursal em Portugal submitted a bid of 598.8 million euros.
Another proposal, of 716 million euros, was made by Teixeira Duarte – Engenharia e Construções, S.A./Casais – Engenharia e Construção, S.A./Tecnovia – Sociedade de Empreitadas, S.A./E.P.O.S. – Empresa Portuguesa de Obras Subterrâneas, S.A./Somafel – Engenharia e Obras Ferroviárias, S.A./Jayme da Costa — Energia E Sistemas, S.A.
The fourth proposal, submitted by FCC Construcción, S.A./Contratas y Ventas, S.A.U./Comsa, S.A.U./Comsa Instalaciones Y Sistemas Industriales, S.A.U./Fergrupo – Construções Técnicas e Ferroviarias, S.A., was valued at 629.9 million euros.
According to Metro de Lisboa, the “public tender aims to contract various components of the project, such as the design and construction of the Light Metro System infrastructure and the surrounding urban reorganization, the preparation of all studies for the process of public utility expropriation, and the supply of vehicles.”
The proposal values were disclosed after the legal deadline for decisions on any claims regarding the list of competitors had passed.
This investment is part of the implementation of the expansion plan for the Lisbon Metro network and is expected to be completed by 2029.
The Violeta Line, extending 11.5 kilometers, will include 17 stations: nine in the Loures municipality (serving the parishes of Loures, Santo António dos Cavaleiros, and Frielas, over approximately 6.4 kilometers) and eight in the Odivelas municipality (serving the parishes of Póvoa de Santo Adrião and Olival de Basto, Odivelas, Ramada, and Caneças), over a total of about 5.1 kilometers.
The stations will feature different types, with 12 surface-level, three underground, and two trench stations.
The first public tender for the construction of the Violeta Line was launched on March 15, 2024, and resulted in the exclusion of all proposals presented by economic operators, as they exceeded the base price by an average of about 46%.
“In this context, it was necessary to update the investment cost to align with the price updates that occurred between the completion of the preliminary study (in 2023) and the estimated start of the new public procurement procedure, resulting in an increase of the total investment cost by 150.2 million euros,” the statement noted.
