Deputies approve 40 changes in a day focused on Madeira, Azores and VAT

The ruling coalition parties, PSD and CDS-PP, again saw the most proposals approved on the second day of voting, with a total of 18, including a reduction in VAT on game meat sales from 23% to 6%.

Lawmakers unanimously approved a proposal from these parties to increase the market share of generic drugs to at least 55% by next year.

The opposition party PS had eight initiatives approved, leading among the opposition after successfully passing a proposal from the previous day’s agenda, called to plenary through an invocation.

This includes updating patrol or round supplements for the GNR and PSP, unchanged since 2009. Initially rejected, the proposal passed in a new vote today after Chega changed its stance from abstention to support.

In this afternoon’s special votes, PS secured approval for a proposal requiring the central government to pay municipalities for delegated competencies within 60 days next year.

An aspect of another PS initiative also received support, allocating 300,000 euros for enhancing funds for electronic pet registration.

Four proposals from BE were validated, including one mandating the government to present a strategy in the first half of next year to “incorporate sexual and reproductive health services in health centers and conduct prevention actions for sexually transmitted infections.”

Another approved BE proposal mandates creating a multiannual public investment plan for autonomous regions within six months, detailing investment values and timelines, ensuring government commitments to island investments are fulfilled.

The PCP had three measures approved, one focusing on the government, in coordination with courts and the Public Prosecutor’s Office, addressing the needs of justice officials in the Azores.

Communist proposals secured financial support to cover 50% of construction and equipment costs for the future Madeira Central Hospital, and the provision of necessary resources to repair the access ramp for a Portuguese Navy vessel at Ilha Selvagem Grande, Madeira.

The Liberal Initiative got two proposals approved to support sports associations for people with disabilities, exempting VAT from 2026 on vehicles adapted by these institutions, and ensuring tax exemption for vehicles adapted by nonprofit sports associations and federations.

In the final stages, two measures from PAN were passed, including a proposal mandating parish councils to approve and implement “multiannual plans for promoting the welfare of companion animals by 2026,” in cooperation with municipal services and local animal organizations.

From Livre, two measures were sanctioned, one of which involves adopting a new cycle of the National Anti-Corruption Strategy for 2025-2028 with a monitoring action plan.

Chega secured just one proposal, as on the first day, establishing an emergency salary protocol for civilian workers at Lajes Base in the Azores.

JPP again had no proposals approved on this second day of voting.
