The leader of the Liberal Initiative (IL), Rui Rocha, addressed the case of a dermatologist who earned 400,000 euros for ten days of additional work in 2024 at Hospital de Santa Maria, Lisbon, highlighting “serious management issues, misguided incentives, and abusive behaviors within the system.”
“Any beginner manager knows, whether in companies or the SNS: excessive reliance on production through overtime is invariably a clear indicator of serious management problems, misguided incentives, and abusive behaviors in the system,” Rui Rocha wrote on the social network X.
Referring to the inquiries opened by the Public Prosecutor’s Office (MP) and the Health Activities General Inspectorate (IGAS) into the case, the liberal leader emphasized that “investigating and punishing flagrantly abusive conduct within the SNS may calm spirits but does not solve the problem.”
“What is necessary is a competitive compensation system that establishes standard objectives and rewards additional productivity within normal working hours,” he suggested, stressing that “incentives should not continue to encourage leaving as much as possible to be done in overtime.”

On Friday, CNN Portugal reported that a dermatologist at Hospital de Santa Maria allegedly received 400,000 euros for 10 Saturdays of additional work in 2024, with one of the days used to remove benign lesions from his parents. On a single Saturday, the doctor earned more than 51,000 euros.
