Are there rules for installing air conditioning (AC)? Consumer organization DECO PROteste indicates that the installation of air conditioning equipment is governed by legal standards.
The consumer protection organization explains that it is “important to check three levels of requirements.” These are:
1. Condominium
“Approval may be necessary at an assembly if the external unit alters the building’s aesthetics. Consult the condominium’s internal regulations.
2. Municipality
“Some municipalities require authorization for installation on the facade. Confirm rules on noise and visual impact, especially in historical buildings.”
3. Handling of Fluorinated Gases
“Only technicians certified by the Portuguese Environment Agency (APA) can install, repair, or dismantle equipment with fluorinated gases. The list of certified professionals and companies is available on the APA’s website.”
This means “installation must be carried out by a certified technician“, who is responsible for:
- correctly connecting the indoor and outdoor units;
- performing functional tests;
- explaining the use and maintenance of the device;
- ensuring appropriate transport and disposal of old equipment.

Associations Deco, Zero, and Apirac today called for a reduction in the VAT rate on the purchase and installation of equipment such as solar panels and air conditioning, arguing that the current 23% rate penalizes clean and efficient solutions.

What is the cost of installing an air conditioner?
According to DECO PROteste, the “cost of installation depends on several factors, including the system type; the number of units; the required material; installation complexity, and the existence or not of pre-installation.”
“Request at least three quotes before deciding. If possible, hire the installation directly with the equipment seller — many stores include initial warranty and maintenance,” recommends the consumer protection organization.

The answer “depends on the type of housing, thermal insulation, real heating needs, and whether cooling is needed in the hot season, among other factors,” but “the solutions with the best cost-benefit and environmental impact are air conditioning and pellet stoves.”

Attention to Maintenance and Essential Care
DECO PROteste also reminds that a “good maintenance plan extends the equipment’s lifetime and maintains energy efficiency.” Therefore, it recommends:
- clean filters regularly;
- ensure condensate drainage is clear;
- keep the exterior unit clean and free of debris;
- perform maintenance recommended by the manufacturer with the help of a certified technician.
“The correct location of the units is essential to maximize performance and reduce energy consumption. The technician installing the equipment can help and advise on the ideal location,” reveals the consumer protection organization.
