Do you issue invoices on the Finance Portal? Tax authorities warn that changes are coming.

Individuals issuing invoices through the Finance Portal should be aware of a recent alert from the Tax and Customs Authority (AT) regarding the discontinuation of blank invoice printing, which will no longer be available on the tax website.

The changes are set to take effect in July, as explained by the AT on social media:

“As of 07/01/2025, it will no longer be possible to obtain invoices or invoice-receipts without completion on the Finance Portal,” it stated.

The tax authority further clarified that “invoices or invoice-receipts obtained until this date can only be used for transactions where the ‘transaction date’ occurs by 06/30/2025.”

For compliance, the respective issuance must be made within a maximum of five working days (by 07/07/2025), and the elements must be collected on the Finance Portal by 07/14/2025.

Subsequently, “from this date, the collection of invoice and invoice-receipt elements without completion on the Finance Portal will become unavailable.”

What happens if deadlines are not met?

“Invoices and invoice-receipts not issued and collected within these deadlines will not be considered legally issued. You should proceed with the issuance of an invoice or invoice-receipt under general terms and discard and file unused printed documents,” the AT noted.

Invoice, receipt, or invoice-receipt: Are there differences?

In a clarification posted on Instagram aimed at younger audiences, the Tax Authority (AT) explained each term:

  • Invoice-receipt – “Used when payment is made at the time of service or goods transaction”;
  • Invoice – “Issued when you need to invoice but will receive payment at a later date”;
  • Receipt – “Issued at the time of payment and should indicate the invoice it pertains to.”

Additionally, the AT reminded that “in the past, self-employed professionals issued manual receipts and the booklet was green,” but now “receipts are no longer green and can be issued on the Finance Portal.”

Remember that last year, the Finance Portal released the guide ‘Invoices and Receipts – Service Usage Guide,’ serving as a manual for those issuing these types of documents.

It contains “detailed instructions for using the new application for issuing invoices, receipts, and invoice-receipts,” as explained at the time by the Ministry of Finance.

In addition to step-by-step instructions on how to issue an invoice or receipt, the guide provides information on creating a client profile “by entering the data of regular clients,” streamlining the work process.
