Domestic violence PAN wants RASI to have accused as reference

A proposal submitted today in parliament, coinciding with the plenary discussion of the 2024 RASI, sees the PAN addressing the current data presentation on domestic violence. It suggests that the “mechanism of provisional suspension is rarely used” in relation to this crime.

The provisional suspension of proceedings is typically applied in minor crimes and domestic violence cases, aiming to halt penal proceedings before reaching trial.

PAN argues that reframing these data to refer to the number of accused persons would reveal that “around half of the accused have their proceedings provisionally suspended,” highlighting the “impunity that persists” and indicating that the country’s judicial system is “still too lenient and complacent with the crime of domestic violence.”

The party, represented in parliament by sole deputy Inês de Sousa Real, seeks to ensure that the RASI reflects the provisional suspension data concerning domestic violence crimes against women based on the number of accused, rather than complaints filed.

The Annual Internal Security Report reveals that over 62% of inquiries concluded last year related to domestic violence were dismissed.

The document notes that 23,509 inquiries were archived in 2024, corresponding to 62.5%. Out of 37,592 concluded inquiries, only 13.9%, equivalent to 5,214 inquiries, resulted in charges.

Reported incidents slightly decreased, marking 2024 with 25,919 domestic violence cases, despite a 0.5% reduction. Domestic violence and simple voluntary physical injury remain the categories with the highest registrations last year.
