
The second phase is imminent starting Thursday, December 4, qualified suppliers must express their interest in remaining in the E-Lar Program, as stated in the announcement earlier this week.
If they fail to do so, it will be assumed they wish to leave the supplier network, according to the statement.
“The enrollment/pre-selection period for suppliers runs continuously from August 18, 2025, until May 31, 2026. Suppliers already selected under the previous notice (ACC No. 10/C13-i01/2025) retain eligibility and should merely express their interest in the reserved area“, as noted on the Fundo Ambiental website.

Second Phase of E-Lar Launches (with Increased Budget)
The Ministry of Environment and Energy, through the Agency for Climate, launched the second phase of the E-LAR Program on Tuesday, valued at 60.8 million euros, and applications open on the 11th.
The date for the program’s second phase, focused on building energy efficiency, had been announced by Environment and Energy Minister Maria da Graça Carvalho during a parliamentary hearing on November 4.
In a statement, the Ministry of Environment highlights that the new phase of E-lar has 60.8 million euros available, more than double the first edition.
New Eligible Expense
The government also states that there is a new eligible expense in the tender for beneficiaries of the social electricity tariff, which is the removal of equipment and sealing of gas piping.
The E-lar program funds the replacement of gas equipment with more efficient electrical solutions, “reinforcing the national commitment to energy efficiency, domestic consumption electrification, and protection of vulnerable families,” the statement reads.
Energy Efficiency Rules Remain Unchanged
In the statement, the Ministry reaffirms what the minister had already stated, that energy efficiency rules remain unchanged.
The new equipment must meet energy class A or higher, with exceptions allowed for electric plates without minimum class and water heaters above 30 liters with class B or higher.
Minister Maria da Graça Carvalho states that the new stage of E-lar represents “an even stronger commitment to the thermal comfort of families, consumption electrification, and reduction of energy inequalities.”
The Ministry further notes that the launch of the second phase comes just days after the European Commission praised Portugal for the effectiveness of its policies against energy poverty.
In the previous tender in October, the program received 40,000 applications in just six days, quickly exhausting the available amount of 30 million euros.
The Fundo Ambiental page explains that the E-lar’s objective is to support families in purchasing efficient equipment and electrifying energy consumption.
It helps, for example, to support the replacement of gas-consuming equipment like stoves, ovens, and water heaters with electric equipment like plates, stoves, or water heaters.
