Emergency helicopters operate at full capacity “within a few weeks”.

“The operation of the Medical Emergency Helicopters Service (SHEM), following all legal requirements, is expected to commence within a few weeks, as per the international public tender. This will involve four helicopters available 24 hours,” stated INEM in a written response.

Gulf Med Aviation will ensure the emergency air transport service until 2030.

Currently, SHEM operates with three helicopters on a 12-hour daytime basis, stationed in Macedo de Cavaleiros, Évora, and Loulé, with additional support from the Portuguese Air Force (FAP), according to INEM.

The institute noted, “The initiation of services by the new company is proceeding gradually to ensure compliance with all European aeronautical legislation requirements, primarily regarding operational safety.”

INEM also highlighted that the emergency medical air transport service has shown positive progress in terms of readiness, agility, and speed.

The international public tender was launched in November 2024. The final decision to award the contract to Gulf Med was announced in March this year, with plans for four helicopters to be based at INEM stations in Macedo de Cavaleiros, Viseu, Évora, and Loulé between July 2025 and the end of 2030.

The investment in four Airbus H145 helicopters amounted to 40 million euros, aiming to promote the training of Portuguese pilots and establish a certified training organization in Portugal.

Emergency medical transport has been provided by four FAP helicopters, available 24 hours a day, in a transitional operation, along with three Gulf Med helicopters operating only during the day. The transition began on July 1 and is expected to conclude on September 31.
