Fewer positions filled in medical residency despite an increase in available spots

The Health Minister, Ana Paula Martins, is being heard today in the Assembly of the Republic as part of the detailed discussion of the proposed OE2026, which projects over 17 billion euros in health spending.

According to an explanatory note provided by the Government for the hearing, 2,133 medical internship positions for general training were opened in 2023, of which 1,992 were filled.

In 2024, the number of positions increased to 2,187, with 1,939 filled, and in 2025, to 2,190, with 1,915 filled.

Moreover, 2,044 positions for specialized medical training were available in 2023, increasing to 2,244 in 2024 and to 2,158 in 2025.

The number of positions filled in this sector changed from 1,883 in 2023 to 1,836 in 2024 and 1,851 in 2025.

“Regarding medical training, which includes a period of supervised professional practice divided into general and specific training, the last two years have shown a worsening in filling the open positions, particularly felt in 2024 and 2025 compared to previous years,” the Government acknowledges in the document.
